Dr. Waleed Youssef

CEO- Airports PPP

Following years of advising buyers on airport acquisitions in the US, Australia and India, Waleed joined in 2005 the International Finance Corporation, the private sector arm of the World Bank Group, to advise Governments on structuring airport privatization transactions.  In 2007, he joined and corporatized Abu Dhabi Airports Company before joining, in 2008, TAV Airports Holding as its first Chief Strategy Officer and first foreign Director.  Later, and after serving as the CEO of two established companies in the MENA region, Waleed now dedicates his time advising public and private sector clients around the world on airport strategy and privatization transactions.
Waleed has been involved over the years with efforts to privatize Saudi airports.  In 1999, he formulated Saudi’s first privatization strategy for KAIA as part of the NACO master plan.  In 2005, he was a member of the IFC team that advised GACA on the privatization of the KAIA Hajj Terminal and, starting in 2011, he led the TAV consortium to acquire Madinah Airport (PMIA) and later served as a Board member.  A few years later, he briefly served as CEO of the Saudi company that sought to acquire Taif Airport under a BTO.
Waleed’s transactional experience also includes the buy-side transactions of JFK Terminal 4, Brisbane, Bangalore, Madinah, Muscat, JFK and Newark Airports, Managua, Lima, Taif, Las Vegas, Mexico City, Athens, Farnborough, etc., and the sale-side transactions of Jeddah Hajj Terminal, Amman, Abuja, Abu Dhabi, Howard AFB (Panama)and Antananarivo (Madagascar).
Waleed also led an unrealized management buyout effort in 2001-2002 of
Swissair, then the national carrier of Switzerland, as well as an effort in 2002-2004 to develop air service between Washington DC and Kabul, Afghanistan.
Waleed holds Bachelors, Masters and Ph.D. degrees from the University of California at Berkeley, with emphasis on airport design, economics and finance, and has taught aviation economics and policy at both Berkeley and ETH (Zurich).  He is a former board member of ACI Asia Pacific and past Chairman of the Economics Committee of ACI World.  Waleed has been a frequent speaker for over two decades at GAD, ACI and CAPA conferences.
